I'm just giving the basic chords because it would be
stupid to make such a simple yet beautiful song so complex.
The first part (D#m7) gets repeated throughout the song,
with the extension of a C# (9) and
a C (8) that gets alternated each time with the basic chord D#m7.
eg D#m7 x3 then D#m7 with #9 x3, again 3x D#m7 and then 3x with the added #8.
This part ends each time with a A#m.
The technique is muting/lifting all fingers off rhitmically so you create some sort of beat.
Also switching between upstroke or downstrum makes it dynamic.
Easiest thing to do is just listen.

When she sings "Listen girl" "Learn how to love yourself"
"Just fly on girl" and "cuz you're worth it" there is some sort of rapid breakdown.
Basically after the A#m you go to the D#m7 and slide to Fm7, and then you go back to A#m.
