Andy Gill has a very specific, choppy style of playing,
which you have to keep in mind when playing along.
Hey also has a very brittle, barely overdriven tone.
Although you may be tempted to employ a tremelo bar,
he does not use one.
Intro Riff (staccato)
Riff I
[Bass]
Continuing Intro/Chorus Riff
Riff II
[Bass]
He also occasionally ends this riff with a little fill. Here it is:
( Tab from: http://www.guitartabs.cc/tabs/g/gang_of_four/not_great_men_tab_ver_2.html )
Verse Riff (after melodica burst)
Riff III
[Bass]
Transition to CHORUS on 7th time it leads
Riff IV back to Riff II
[Bass]
There's also a short Bass-only bridge more than halfway through
that's just a full step up to F#
That's pretty much it, just piece those riffs together.
